Deck 26: New Information Systems: Icd-10 Implementation and the Managers Viewpoint
Do you believe your place of work (the organization) has been affected by the ICD-10 transition? If so, how has your organization been affected? If not, why not?
ICD-10 transition:
It is the international classification of diseases, 10 th revision is intended to support worldwide comparability in the process of categorization and mortality statistics presentation. This is the global standard diagnostic categorization for general epidemiological issues, several health management objective and clinical usage.
The center for Medicaid service and Medicare has formed a classification system 1CD-10. This classification system is used in all type of healthcare treatment setting in the U Country. So, many healthcare units in the country will be influenced or affected by the ICD-10 transition.
The following are the ways by which ICD-10 transition would affect the organization:
• To accommodate ICD 10 Coded, whole organization infrastructural change might be required.
• It takes long time for the company to get adapted to the transition, as whole array of sequential policies took two decades to form electronic transaction standards.
• The cost of implementing and adopting will be high for the companies during the ICD-10 transition.
• Previous codes, ICD-9 are medical codes that represent patient's conditions or diagnose, whereas ICD-10 consist of diagnosis codes only.
• There are three major costs involved in the ICD-10 transition, the cost are; productivity losses, training expenses, and system change costs.

Has your own area of work been involved in the transition to ICD-10? If so, are you aware of how project management progressed? If you had to ability to do so, how would you have changed management of the project?
ICD-10 transition:
It is the international classification of diseases, 10 th revision is intended to support worldwide comparability in the process of categorization and mortality statistics presentation. This is the global standard diagnostic categorization for general epidemiological issues, several health management objective and clinical usage.
The following are area of work that has high chances of involvement in the transition to ICD-10:
There will be requirement for the revisions of vendor software and systems during transition from ICD-9 to ICD-10 transition. The revision will be required for below systems;
• Patient accounting systems
• Quality measurement system
• Billing system
• Physician office systems
• Financial functions
• Emergency department software
• Reimbursement modeling programs
The below motioned are steps to be taken by the project management to revise for ICD-10 usage:
• Data files must be extracted
• Update and change the reporting programs and external interfaces
• Use analytical software that execute business analysis
• Business rules and regulations that guides patient procedure or condition must be studied and explained to the staffs
• Analytical software that offers decision support analytics for clinical and financial management must be examined
The manager must fully understand the transition change in depth and have a close watch on the progress during the transition change. Once the transition is complete, all the employees in the department or unit and also to the entire organization should be communicated effectively regarding the ICD-10 usage. Also manager should constantly monitor the usage of ICD-10 by the employees.

Do you believe it was a good idea to extend the deadline for ICD-10 implementation? If so, why? If not, why not?
ICD-10 transition:

This is the global standard diagnostic categorization for general epidemiological issues, several health management objective and clinical usage.
"There will be no need for the extension of deadline to IC-10 implementation. The five phase period plan to implement ICD-10 will be sufficient duration for an organization."
If a company executes the five phase period plan to implement ICD-10 transition properly, then there will no need for timeline extension. The five phase period plan includes:
Phase 1:
• Create a project team consisting of; health information management, senior management, coding, billing, information technology and system, and revenue cycle management.
• Conduct an impact assessment by reviewing the assessment and impact it can cause
• Develop a project plan. The plan should contain; project tasks, results of impact assessments, initial timeline, and project milestones
• Evaluate the resources by including; ICD-10 impact assessment, external information resources, and internal staffing and financial resources
• Preparation of initial budget. The budget will include; information technology systems update, training, and new coding guides.
Phase 2:
• Decision should be made on selecting and retaining of vendors
• Determine the changes in the work flows. Usually the changes includes; quality reporting measurements, clinical documents, public health reporting, and internal reporting forms
• Commence with the training activities'
• An effective communication plan should be formed to ensure every employee and other business partners are aware about the roles and responsibilities of ICD-10 implementations.
• Review and amend initial budget when required.
Phase 3:
• Several internal testing process should be executed
• Disruption risks preparation should be done. The usual risks involved are payment delays, losing data stored and more.
• The management must have constant communication with all members involved in the business and keep sharing with them if there are any revised implementation plans
• Basic training and intermediate training modules must be completed in this phase'
Phase 4:
• External testing should be done. More time can be taken during this multiple type of transactions, particularly during claims.
• Training and communication should be continued in this phase as well. There should be more focus during this period.
• A report should be prepared to the top level management regarding the progress of the transition phase.
Phase 5:
• Go live; this means implementing the ICD-10 system in a full effectiveness. At this stage, all systems must be fully operational.
• Managers and their team should closely monitor on the transition project operations. The monitoring should be in a structural format by the operations employees.
