Question
ETHICS ISSUE 1: In 2007, Andrew Speaker, a personal injury attorney, flew via public transportation from Atlanta, Georgia, to Paris, to get married. He returned to the United States on a flight from Prague, Czech Republic, to Montreal, Canada, then crossed the border into the United States. Speaker was thought to have an extremely contagious and untreatable form of multidrug-resistant tuberculosis, diagnosed before he left the United States. Upon Speaker's return to the United States, the Centers for Disease Control used a provision of the Public Health Service Act to involuntarily hospitalize and isolate him. Speaker's diagnosis was later corrected: He had a treatable form of drug-resistant tuberculosis. At least nine individuals who were passengers on the flights Speaker took later filed civil suits against him for knowingly exposing them to the disease. Speaker was the first person to be quarantined by the CDC since 1963.
Thinking as a health care practitioner, in your opinion should Mr. Speaker's autonomy as a person have taken precedence over the CDC's desire to enforce public health law? Explain your answer.

Public health status:
Public health is defined as the science of preventing diseases. The government takes initiative for increasing life of the citizens and promoting initiatives for organizing health of the humans and taking efforts in the same regards. In every country, there is an organization who presents status of the public health on timely basis. The status provides the status of the physical, social and mental well-being of the public and not stating the absence of the disease.
In all the states, the physicians and other health care practitioners are required to provide the data regarding the births, deaths, diseases i.e. communicable or non-communicable, injuries, and abuse in regards to the drug and child.
The public health status varies from state to state which depends on the deaths of the fetus and the status of the stillbirths, time period allowed to file the reports and the manner in which the information is required to be reported.

In your opinion, should Mr. Speaker's concern for others have superseded his plans to fly to Europe to get married? Explain your answer.
