Rome was not built in a day = Rome was a huge empire, but it did not get that way overnight - building great things takes time.
It takes two to tango = Just as one person cannot tango (a Spanish dance that require two people) alone, some situations (usually bad) required two people for it to happen, so both people deserve the blame. This usually refers to a fight.
First things first = Do things in the right order.
Learn to walk before you run = Do things in the right order, specifically from easy to more difficult.
WATCH OUT FOR TRAPS! Two of the proverbs mention Rome in them; however, they do not share similar meanings.
