Large corporations are targeted as their business runs with high profits, and makes institutions venerable to criticize when they act unethical. In contrast with the government that isn't seeking profits but is charged with acting in the public interest. Small or medium sized firms, have the advantages to be unseen in unethical cases because their market share is small.
Hence, large firms are focused rather than small or medium sized firms.
