Selling Computer Arms Technology
IBM entered a guilty plea to selling 16 computer workstations and a super computer to a Russian nuclear weapons laboratory. The sales occurred in 1996 and 1997 and were completed without IBM's having obtained the necessary federal licenses required to sell computers for military purposes. IBM agreed to pay an $8.5 million fine, and executives with IBM acknowledge that they knew the computers might be used for the building and testing of nuclear weapons.
U.S. officials requested assistance from Russian officials in conducting the investigation but were rebuffed. U.S. officials requested the return of the computers, but Russian officials refused. Russian officials say the U.S. officials promised them the computer hardware in exchange for the Russians signing the Comprehensive Test Ban Treaty. U.S. officials maintain no such promise was made.
