The baseline numbers represent the rates of vaccination at the beginning of the study, and the endline numbers represent the rates of vaccination at the study's conclusion. Rank the campaigns in order from most effective to least effective. Then refer to Table 18-P-5, which shows the cost per person of each campaign. Combining information from the two tables, rank the campaigns that resulted in an increase in vaccinations from high to low in terms of cost effectiveness (based on treatment effect alone).
