There are lots of things homebuilders could do to make homes safer-install rubber floors, handrails on every wall, elevators instead of stairs, and so on. Should we require contractors to incorporate every possible safety feature into the homes they build? Should we let contractors build homes with absolutely no regard to safety? If we are to require some safety considerations but not others, how will we pick which ones to incorporate and which to discard?
