Several city ordinances in Arkansas made it illegal for "any person to place a handbill or advertisement on any other person's vehicle parked on public property within city limits." Church members contested the constitutionality of the ordinances, which prevented them from lawfully placing religious handbills on parked cars. Decide. Explain. See Krantz v.
