You are running for governor of your state, a state that has a major military base, and houses thousands of military families. In another part of your state, there is an urban area with an opioid crisis. You have to come up with a policy that satisfies both sets of constituents and does not give the impression of unfairness. You are about to make a major speech on mental health and addiction. In your speech, you have to answer the following questions: Should veterans who are addicted to drugs be treated differently than civilians? What about veterans with mental health issues? Why or why not?
