In recent times, as partisan and political polarization has increased in Congress and in American society, presidents have more often found themselves in battles with the opposition party, and vice versa.How can presidents get around fierce opposition and meet policy goals in this environment-especially, but not exclusively, in times when the opposition party controls one or both houses of Congress?
