The offender in question killed a man during a botched armed robbery of a bank. At the time of the offense, the offender was 18 years of age; thus he has spent most of his entire adult life in prison. During the decades of his incarceration, he became a model inmate by engaging in educational and vocational training. In addition, he has written thirteen letters tothe family over the last few decades toexpress his sorrow for his actions. The bank teller he killed was a married woman with three children. Although the parole board has refused his first three requests for parole prior toyou being assigned the case, you must now decide as his officer whether or not toadvocate for this offender.
