In what ways did Herbert Hoover, in his actions as Secretary of Commerce and as president, combine the values and beliefs of an older, traditional nineteenth-century America with the experience and the outlook of the modern corporate economy? Why was President Hoover's decision to maintain many of his traditional nineteenth-century American values prove to be problematic when the cataclysmic depression had become a national calamity by 1930?
