The Answer is The original 802.11 standard did not specify how communications were to take place between access points to support users roaming from one area of AP coverage to another. Rather than being an oversight, this was intended. The committee wanted to provide flexibility in environments using different distribution systems, such as a wired backbone that may interconnect with an AP. Yet this lack of standardization caused problems. An AP from one vendor handled the handoff in one way whereas that from another vendor implemented a different solution. The result was that access points from different vendors did not always interoperate when a wireless user roamed from one vendor's AP to another vendor's.
To solve this problem, IEEE 802.11F recommended practice was created. Using the Inter-Access Point Protocol (IAPP), 802.11F specified information that access points need to exchange to support WLAN roaming.
