The Answer is In 2014, the 'Live-in Caregiver Program' (LCP) was relabeled as the 'Caregiver Program.' After this, the caregivers were not required to live in their employer's house. This had positive outcomes, as those caregivers living in their employer's house had their privacy compromised, were given very poorly defined working hours and were vulnerable to being physically, sexually, and emotionally abused. From this year to 2019, more revisions were made to the program: need of higher education levels and language requirements, and a quota system was placed to limit the number of entries through this program. The processing time for permanent residency lengthened to several years, and the caregivers who were in Canada were unable to see their families for a long time. Moreover, several complaints to the government had been made by various domestic workers' rights groups stating that the caregivers worked in uncertain working conditions and yet were granted very few political rights. This changed when this program was again revised into the 'Home Child Care Provider Pilot' and the 'Home Support Worker Pilot' programs in 2019.
The COVID-19 pandemic and subsequent lockdowns led to several hardships for caregivers. For those caregivers living with their employers, having the employers at home all day meant they had practically no break from work.
