Headers should have some field that defines what is coming up next. The IP header, likewise, has a Protocol field to indicate what is coming up next.

What is "6to4"?
RFC 3056, "Connection of IPv6 Domains via IPv4 Clouds," specifies an optional method for IPv6 sites to communicate with one another over IPv4 networks without setting up tunneling. This mechanism treats IPv4 wide area networks (WANs) as a unicast point-to-point link. Please keep in mind that this is suggested as an interim solution only, whereas IPv4 and IPv6 are required to work together. Once the final transition to IPv6 is complete, IPv4 "clouds" will no longer need to exist.
The common name used to refer to this method is "6to4," sometimes referred to as "6to4 tunneling." (This is somewhat misnamed, because an explicit tunneling setup is not required.)
