The railroads were the major transportation system of the Gilded Age. Expansion of the railroads linked the Atlantic seaboard with the Pacific coast and the North with the South and West. Railroads transported people and products, employed more workers than any other industry, established the standard time zones, and affected the growth of subsidiary coal, iron, and steel industries. But the railroads also often abused their power by establishing discriminatory rates, forming pooling agreements, fixing prices, and overcharging farmers at grain elevators. Dissatisfied customers demanded that state and federal governments pass regulations to curb the exploitative tendencies of the railroad companies. Many states passed "Granger Laws" that set up state railroad commissions to oversee rates and to protect consumers. Congress responded to complaints by enacting the Interstate Commerce Act (1887), which outlawed unreasonable rates, pooling agreements, rebates, and long- and short-haul differentials. Unfortunately, the Interstate Commerce Act was not very effectively enforced during the Gilded Age, and the railroads continued to wield a tremendous amount of power over those who depended on their services. In many cases, the members of the Interstate Commerce Commission were more interested in protecting the profits of the companies than in promoting the welfare of the customers.
