Congress, controlled by Radical Republicans, had been at odds with the president over the proper method of reconstructing southern society. Andrew Johnson had vetoed several important parts of congressional Reconstruction plans, but these vetoes were overturned. Although Johnson was ineffectual in office, he was still responsible for implementing acts of Congress. Johnson was impeached by the House on eleven counts, most connected to his violation of the Tenure of Office Act. The real reason he was impeached was his defiance of Congress. The proceedings failed in the Senate-one vote short of the necessary two-thirds majority. Many senators voted not to convict Johnson because of their fear of his successor, Radical Republican Benjamin Wade.
