FDR is obviously a good example of the way that a chief executive can be very effective in office for more than two consecutive terms. However, FDR had a rather unprecedented challenge when fighting World War II. Some argue that only allowing two terms deprives the American public of the option of reelecting someone who is particularly brilliant and effective as a national leader. Using two terms as a standard is considered to be rather arbitrary by such people. On the other hand, the risk that would be most challenging is someone who effectively became president for life, bordering on royalty.

The Fifteenth Amendment gave black males the vote; the Nineteenth Amendment gave women the vote; the Twenty-Fourth Amendment required the right to vote not be denied by reason of failure to pay taxes; and the Twenty-Sixth Amendment lowered the voting age to 18. Though women were given the right to vote fifty years after black males, the Twenty-Fourth Amendment was passed to forbid states from disenfranchising those who were too poor to pay poll taxes (most often affecting black voters-both male and female). Lowering the voting age to 18 allowed all American adults to participate in the political process.
