After the United Provinces of the Dutch Republic gained independence from Spain in 1648,they developed a centralized federal legislature called the States General.The legislature was made up of delegates from each of the seven provinces.The princes of the House of Orange served the Dutch Republic not as kings but as a stadtholders or stewards.The stadtholder did not rule in his own right and had no power to make laws; these powers lay with the legislature,which was dominated by powerful merchant families.During times of relative peace for the Dutch Republic,their diffuse system of governance worked remarkably well,allowing the Republic to become the preeminent commercial power of the seventeenth century.However,in times of conflict like the last quarter of the seventeenth century,when Dutch territory was being threatened by the French Army and the English were attacking Dutch ships,the States General was not effective.In response to critiques of the republican government's failures in the face of attack,the States General named William of Orange as stadtholder and gave him the executive power he needed to defend the Republic and quell internal dissent.Power thus became more centralized in the person of William.When he became king of England,the Dutch entered into an alliance with England that protected it from further French aggression but also forced them to spend more money on fortifications and wars.At the same time,the flexible,diverse,and dynamic States General became more rigid and inflexible.This new rigidity of government structure helped to dismantle Dutch commercial dominance.
