The Kyoto Protocol: I. has been signed and ratified by over 160 countries. II. is an agreement to establish legally binding timetables to cut global emissions of greenhouse gases. III. is an attempt to control global climate change by prohibiting all carbon dioxide emissions by 2050. IV. has been ratified by the U.S., resulting in voluntary reductions in industrial emissions.

One strategy to mitigate the effects of global climate change is to develop widespread use of energy sources that are most based on the combustion of fossil fuels. These include solar energy and nuclear energy. The advantages of each alternative include freedom from dependence on fossil fuels and the resulting carbon dioxide emissions. Solar energy is currently expensive, and there are concerns about nuclear energy from many fronts. Energy conservation - regardless of whatever form of energy is used - is realistically the best suggestion.
Energy consumption is tied to the size of the human population as well as the level of consumption. Population control probably won't be an effective strategy to limit consumption because as sizes of families are reduced, affluence increases and so does energy consumption.
Another strategy is to levy a carbon tax against the users of fossil fuels based on the proportion of carbon dioxide emissions produced per unit of heat released when the fuel is burned. This is an example of an energy pricing strategy that could mitigate global climate change.

Distinguish between the terms "greenhouse effect" and "enhanced greenhouse effect". Include identification of four major greenhouse gases and their sources in your discussion.
