In Maslow's original framework,people start with physiological needs,moving on to safety needs,social needs,esteem needs and finally self- actualisation.However,in countries high on uncertainty avoidance (e.g.Japan,Greece,Mexico),security needs would be at the top of the hierarchy.For countries with a nurturing orientation (e.g.Denmark,Sweden,Norway etc),social needs would be at the top of the hierarchy.In the framework of McClelland's theory,the idea of achievement needs presupposes that all countries favour achievement.However,this is not the case.Countries such as Australia,the United States,Canada and the United states certainly favour an achievement orientation.However,Chile and Portugal do not,so the idea of achievement needs would be less relevant.
