The main difference between proposals and reports is that proposals are intentionally persuasive.
Writing unsolicited proposals is harder than writing solicited proposals since in unsolicited proposals, the intended reader has not asked for the writer's ideas or services. For this reason, the proposal should resemble a sales message. It should quickly get the readers' attention and bring a need of theirs vividly to mind. It should then show how the product or services will answer their need. And from beginning to end, it should build the credibility of the writer. Careful and strategic preparation of unsolicited proposals greatly increases the chance of an unsolicited proposal being successful. As with solicited proposals it is advantageous to make prior contact with a person in the organization who has some power to initiate the plan. It is best to view the unsolicited proposal as part of a larger relationship that a writer is trying to create or maintain.
